On April 8, 2026, CIECA Chairman Lyu received a cross-party delegation of Irish parliamentarians. Mr. Kevin Liu, the advisor from Walsin Lihwa, was also invited to attend the meeting. Led by Irish Senator Garret Ahearn, the delegation comprised representatives from sectors including enterprise and employment, transportation, energy, finance, agriculture, and education. The two sides engaged in detailed discussions regarding semiconductor supply chains, the offshore wind industry, financial technology (Fintech), and talent development.
Senator Ahearn explained that since Brexit, Ireland has become a strategic gateway for Taiwanese businesses entering the European market due to its position as the only English-speaking country in the European Union. Several delegation members highlighted that Ireland's economy is deeply linked to foreign direct investment (FDI), on the evidence of foreign companies accounting for over half of the nation's employment. Furthermore, the Irish government has long been dedicated to creating an investment friendly environment, featuring a competitive 15% corporate tax rate, a stable legal system, and a world-class education and talent development system.
As the Ireland-Taiwan bilateral trade value doubled to €4.4 billion in 2025, Ireland aims to leverage its superior investment environment to become, within the EU, a key strategic partner with Taiwan’s semiconductor and AI data-centered industries.
During the meeting, Chairman Lyu proposed three specific areas for cooperation:
1. Resuming Economic Dialogue: He suggested that the "Taiwan-Ireland Joint Business Council Meeting," which has been suspended for 12 years, be restarted. To restore the rotating annual meeting mechanism between CIECA and the Irish Exporters Association (IEA) could be the first step.
2. Advancing Financial Talent Exchange: He proposed inviting Irish financial experts to teach at the Taiwan’s newly established Financial Academy, thereby strengthening mutual cooperation in the Fintech sector.
3. Strengthening Energy Infrastructure Partnerships: He called for substantive collaboration in construction of energy infrastructure, particularly in the field of offshore wind power and energy storage systems.
Chairman Lyu emphasized that both nations should move beyond exploring intentions toward realizing substantive project cooperation to build a deeply resilient and democratic supply chain.
