CIECA Chairman Lyu Met with Two Deputy Ministers from Poland

On March 18, 2026, Chairman Joseph Lyu of CIECA received a six-member delegation led by Mr. Michał Jaros, Secretary of State of Economic Development and Technology of Poland, and Mr. Jacek Karnowski, Secretary of State of Funds and Regional Policy, along with Mr. Janusz Bilski, Director of the Polish Office in Taipei. Mr. Terry Tsao, Global CMO and President of Taiwan, SEMI, and Mr. Michael Chiu, Vice Chairman of HCG Group, were invited to attend the meeting. The two sides exchanged views on topics including the semiconductor supply chain, science park development, and cooperation between industry and business associations. The discussion was productive and vibrant. Secretary of State Jaros indicated his plan to visit Taiwan again in September during SEMICON Taiwan held. He will be accompanied by representatives from Polish special economic zones and universities of technology. The delegation aims to gain deeper insights into Taiwan’s science park system and development strategies for Poland’s emulation in its future industrial park development. Chairman Lyu explained that Taiwan’s industrial parks could be categorized into three types: Science Parks, supervised by the National Development Council and focused on advanced R&D; Technology Parks, managed by the Ministry of Economic Affairs and oriented toward key industrial manufacturing; and Industrial Parks, established by local governments or private entities for general production purposes. He suggested that the Polish side pay particular attention to the distinct characteristics of each type during their visit. Secretary of State Jaros expressed his hope that CIECA would continue to work closely with the Polish Chamber of Commerce (KIG) and the Polish–Taiwanese Chamber of Industry and Commerce (PTCIC) to further promote exchanges between the industrial communities of both countries. He also noted plans to lead a large delegation to Taiwan in the fourth quarter of this year. Chairman Lyu expressed strong interest in coordinating this visit with the opening of the Taiwan–Poland Joint Business Council Meeting for furthering bilateral cooperation.
