The Ministry of Foreign Affairs hosted “The 6th NGO Leaders Forum” on January 7, 2026. The opening ceremony was chaired by Foreign Minister Lin Chia-Lung, with the theme “NGO Practices in Comprehensive Diplomacy: Experience Sharing and Prospective Achievements.” Over 200 representatives from domestic and international non-governmental organizations (NGOs), government officials, and guests from the industries and academia participated in discussing the experiences and achievements of NGOs in the context of comprehensive diplomacy, including economic diplomacy, value diplomacy, and alliance diplomacy.
The Ministry of Foreign Affairs invited Joseph Lyu, Chairman of CIECA to moderate the “Economic Diplomacy” Panel. The panelists included Dr. Lin Chuan-Neng, Secretary General of Taiwan Electrical and Electronic Manufacturers' Association and former Vice Minister of Economic Affairs; Mr. Leu Jang-Hwa, Secretary General of the Chinese National Federation of Industries and former Director-General of the Industrial Development Bureau of the Ministry of Economic Affairs; Mr. Wang Hsi-Meng, Secretary General of the Taiwan External Trade Development Council; and Dr. Charlie Chiang, Director General of the Department of NGO International Affairs, Ministry of Foreign Affairs, who also was the panelist on economic diplomacy and drone diplomacy. The Forum focused on how to strengthen Taiwan’s global reach through high-tech supply chains in helping Taiwanese industries “Be rooted in Taiwan, deploy globally, and market worldwide,” so as to realize President Lai Ching-Te's vision of building Taiwan as a “global economic power.”
Chairman Lyu stated that he would follow Foreign Minister Lin’s 16-character-motto model of:
“leading small enterprises by the large (以大帶小),” “constituting public-private partnership (公私協力),” “using carrot-stick approach (軟硬兼施),” and “forming internal and external circulation (內外循環),” to assist the government in building an “international flying geese fleet,” to lead domestic enterprises onto the international stage for realizing “comprehensive diplomacy.”
