To strengthen bilateral economic cooperation between Taiwan and the United States, promote industrial dialogue, and expand Taiwan’s investment footprint in the U.S., the Chinese International Economic Cooperation Association (CIECA), Taiwan organized the “2025 Taiwan–U.S. Economic Cooperation and Investment Mission” visiting the U.S. from May 5 to 17, 2025. The delegation led by CIECA Chairman Joseph Jye-Cherng Lyu, traveled to Texas alongside an official delegation led by Foreign Minister Dr. Lin Chia-Lung and a delegation from Taiwan Electrical and Electronic Manufacturers' Association (TEEMA). The group later proceeded to Washington, D.C., to participate in the 2025 SelectUSA Investment Summit and signed a Memorandum of Understanding (MOU) with the U.S.-Taiwan Business Council (USTBC).
The mission comprised 28 representatives from both the public and private sectors in Taiwan, covering diverse industries including energy, ICT, manufacturing, and drones. The delegation reflected a broad range of expertise and strong industry representation.
The itinerary combined policy initiatives and on-the-ground industrial visits. With its strategic location on the U.S.-Mexico border and a well-developed industrial ecosystem, Texas has become a crucial destination for Taiwanese investment. After meeting with local Taiwanese entrepreneurs in Houston, the delegation joined Foreign Minister Lin’s official mission and TEEMA’s delegation in Austin in participating in the “Taiwan–Texas AI Cooperation Forum,” which facilitated high-level exchanges between Taiwan and the U.S. tech sectors. The group also visited accelerator start-ups, research institutes, data centers, and industrial clusters to gain in-depth insights into the latest developments of the U.S. advanced manufacturing technology, AI applications, and smart city technologies, etc.
In the second half of the trip, the delegation traveled to Washington, D.C., to attend the 2025 SelectUSA Investment Summit. Taiwanese Participants engaged in forums, exhibitions, and numerous briefings and networking events, gaining valuable updates on U.S. foreign investment policies and exploring opportunities for collaboration with state governments and economic development agencies. As a U.S. flagship investment promotion platform, SelectUSA holds strategic importance and provides a key channel for Taiwanese industries to expand their presence in the U.S. market.
During the visit to Washington, CIECA and the U.S.-Taiwan Business Council (USTBC) signed a Memorandum of Understanding (MOU), by CIECA Chairman J.C. Lyu and USTBC Chairman Mr. Rupert Hammond-Chambers. The signing ceremony was witnessed by Secretary-General Dr. Ming-Shin Kung of Executive Yuan, Taiwan’s Representative to the U.S. Ambassador Alexander Tah-ray Yui, and AIT Managing Director Ingrid Larson. The MOU focuses on three key areas: business matchmaking, information exchange, and the facilitation of mutual visits. It lays a solid foundation for strengthening Taiwan–U.S. industrial cooperation and investment, not just limited to bilateral but extended to third-party markets. This collaboration pragmatically exemplifies CIECA’s role as a bridge between government and industry.
This was the first investment focused delegation led by the CIECA Chairman since the establishment of the “American Desk in CIECA.” Indeed, through following Foreign Minister Lin’s itinerary in attending key forums and exhibitions, as well as making site visits to major industries and think tanks, the mission demonstrated strong support from Taiwanese private sectors for making investment in the U.S. and further deepened Taiwan–U.S. economic relations. CIECA will continue to plan missions to the U.S. based upon industry trends and enterprise needs, aiming to elevate bilateral cooperation to new heights.
